Executive Directors' Shirts:

NASSCED is an organization of individuals and not of associations. Whenever the NASSCED Board or Membership decides to provide a shirt with the organization’s logo on it, the shirts will be given only to those Executive Directors who have individually paid dues for current membership in NASSCED. If additional shirts are desired by paid members, they may be purchased at cost.

 

State Presidents' Shirts:

Whenever the NASSCED Board or Membership decides to provide a shirt for each state president to wear at the NASC Conference, one shirt will be provided for each state and U.S. Territory. If any state or territory requires more than one shirt because it has more than one president, the state association will reimburse NASSCED for the additional shirt(s). If other regional or international groups wish to participate, their home association will order and assume the cost of the shirt(s).

 

Regional Scholarships:

Scholarships when funded by NASSCED and given by regions for students and/or advisors to receive training through a workshop or conference must be claimed by December 31 each year. If a state does not claim its scholarship, the region may request that the scholarship funds for that region by reallocated for state officer training within the region. The reallocated money must be requested by June 1 by the region NASSCED Board Member and the region NASC Board Adult and Student Members jointly.

 

Regional State Officer Training:

When funds are available and NASSCED votes to do so, funds may be requested for support of a training program hosted in a region for the state officers within the region. The request for these funds must be made by February 1 by the NASSCED Region Board Member.

 

Outside Presenters to NASSCED:

When someone other than a member wishes to be placed on the agenda for a NASSCED Meeting, the following guidelines must be met:

  1. The presenter may speak one time only.
  2. The presenter must be recommended by a member of NASSCED.
  3. Handouts may be distributed.
  4. Oral presentations may be made at the December meeting only and limited to five (5) minutes.
  5. Topics are limited to information about curricular materials, prospective speakers, or requests for participation in joint projects relative to student council issues or projects.
  6. A state’s participation in joint project efforts will be voluntary and may be limited at the discretion of the state executive director.

Membership:

  1. Dues are set at the winter meeting. Present annual dues: $50.00 per member. (passed 12/85; effective 1/86) A late fee of $10.00 will be assessed to dues paid after May 1st. (passed 12/95; effective 1/96)
  2. Statements are issued by the Treasurer prior to the beginning of the fiscal year which runs July 1 to June 30.
  3. Fifty-one percent of the voting membership constitutes a quorum.
  4. Upon recommendation by the Board of Directors, honorary membership (non-voting) may be granted by a two-thirds vote of those present and voting at a regular meeting - Article III, Section C.
  5. 5. Ex-officio Membership - Article III, Section D.

 

Awards and Recognition Appreciation:

Retiring Executive Directors and others (as agreed to by the Board of Directors) who have rendered services to this association will be recognized in a manner determined by the Board of Directors.

 

Mid-Winter Meeting:

  1. A registration fee may be set by the Board of Directors to defray cost.
  2. An annual contribution has been provided by the NASSP/DSA.
  3. The Board of Directors determines program schedule.

 

Summer Meeting:

  1. Held in conjunction with the NASC conference.
  2. Program schedule/format determined by Board of Directors.
  3. One meal (luncheon) and one reception (evening) has been included in the program.
  4. A registration fee may be set by the Board of Directors to defray cost.

 

Scholarships:

  1. See Scholarship descriptions and guidelines. (passed December 1997, effective January 1998)
  2. The Executive Directors attending the mid-winter meeting make scholarship decisions.
  3. The region can divide the scholarship.
  4. In the event of the death of an Executive Director, a tuition scholarship to a NLC may be given in that name to a student in the Director's state. The choice of the student is to be made by the state association. (passed 6/81)

 

NASC Executive Board:

The President of the NASSCED serves in an ex-officio capacity on the NASC Executive Board. In that capacity, this NASSCED liaison has all the rights and privileges of Board members, including the right to vote on motions made by Board members. (Traditionally, however, ex-officio members have not voted.) The NASSCED is welcome at all NASC Executive Board and steering committee meetings. This liaison person could also decline to attend meetings if he/she feels the NASSCED is represented by others on the Executive Board. (Reaffirmed - January 7-10, 1998.)

Per a June 25-26, 1982, NASC Board action, the NASSCED pays the travel expenses of their liaison to NASC Executive Board Meetings.

The NASC pays all local meeting costs (food, lodging, etc.) and waives NASC Conference registration fee for the NASSCED liaison. (January 7-10, Minutes.)

The NASC is responsible for expenses to attend the NASSCED Executive Board meetings. (See NASC Executive Board Minutes, April 3, 1982)

 

NASC Conference Evaluation:

  1. Evaluation forms are given to each member of the Board of Directors who is responsible for distributing to Directors within their region.
  2. It is the responsibility of each Board of Directors member to collect forms.
